Global Project Coordinator for the “Poverty Alleviation Coalition” (PAC), July 2021 – NGO Jobs


Overall purpose of the role: The Poverty Alleviation Coalition ( was established by UNHCR and 13 INGOs in 2019 with the goal of alleviating the extreme poverty of 500,000 refugee- and host community households by 2026 using the well-proven “graduation approach”.
The Coalition has established working groups in 35 countries who are working towards the goal. As of May 2021, the coalition has raised US$ 31.6 m to support approximately 34,000 households, and is stepping up fundraising in order to meet the overall goal of reaching half a million households by 2026 and the commitments made at the Global Refugee Forum (GRF) 2019 to reach 160,000 by the next GRF (December 2023).
The global project coordinator for the Coalition will be hosted by DRC EAGL Regional Office and will lead the acceleration of the activities needed to meet the goal. In December 2020, the Coalition convened a 2-day workshop to determine the most crucial steps needed to achieve this acceleration, which have been set out in a roadmap.
The two main components are: 1) Global resource mobilization and 2) Evidence creation and data. Working groups have been formed, and the incumbent will coordinate the activities of these two working groups, in addition to coordinating the activities related to the other workstreams.

Reporting Arrangements

  1. Strategic supervision: the global project coordinator will have a dual technical reporting line to the UNHCR focal point for the Coalition and to DRC’s global Economic Recovery team and will work according to a workplan approved by both.
  2. Administrative supervision: since the position is hosted by DRC, the global project coordinator will report to the Deputy Regional Director, EAGL RO in terms of daily line management.

Responsibilities: The incumbent will be seated in DRC EAGL Regional Office but will serve all member organizations of the Coalition equally. The project manager, through discussions with donors, will secure a more reliable source of funding for the position, general coordination of the Coalition’s activities and development and collection of relevant evidence on programming. The project manager’s tasks will include:

1. Implement roadmap developed at PAC workshop December 2020

  • Donor outreach and briefing
  • Manage the “global fundraising workgroup” by coordinating a working group to provide tailored proposals to potential donors, and private sector.
  • Manage the “global evidence generation working group” and support identification of gaps and opportunities within the space of the graduation approach and displacement.

2. Evidence collection and generation.

  • Liaise with members and stay abreast of the latest academic research to ensure that all programmes are informed by the latest evidence, and in addition, ensure that all programmes develop high quality evidence.

3. General coordination of PAC activities

  • Organize, document and facilitate monthly global meetings.
  • Report on progress of/to the Coalition and donors
  • Internal communication (newsletters, updates)
  • Arrange meetings and events.
  • Review proposals by country operations alongside the “Technical Advisory Group”
  • Knowledge management
  • Capacity building and webinars.

Experience and technical competencies:

  • 7-9 years’ experience with international humanitarian and/or development organisations, including significant experience working on economic recovery programming in contexts of forced displacement or experience working on the graduation approach.
  • Strong, practical and up-to-date knowledge of:
  • Graduation Approach concepts, methodologies and impactful modes of support;
  • Poverty Alleviation Coalition goals, members and processes;
  • Recent trends in policy and evidence on graduation;
  • Demonstrable experience in resource mobilization, evidence generation and in coordination
  • Understanding of and experience in developing economic recovery programming
  • Experience working in complex institutional environments – and developing close working relationships with a diverse range of colleagues
  • Excellent communication, representation, coordination, and writing skills
  • Highly motivated and hard-working, with strong attention to detail
  • High degree of flexibility; willingness to deploy at short notice and to travel regularly outside of the region, including to Europe and the US.


  • Master’s degree in development or humanitarian studies, political science, economics or another relevant field


  • Fluency in English is required
  • French, Spanish, Arabic an asset

Conditions: Contract duration: 4 months contract with possibility of extension, subject to funding and performance.
