Operational Context: The Assistant Information Management Officer (AIMO) works under the Data, Information Management and Analysis (DIMA) unit in UNHCR’s Regional Bureau for Southern Africa which covers sixteen African countries. The DIMA unit is responsible for supporting the Bureau, UNHCR country operations in the region and its Government and other partners to implement secure collection, recording, management, analysis and publication of operational data, for refugees, asylum-seekers, the internally displaced and others of concern to UNHCR.

The AIMO functions under the direct supervision of the Information Management Officer and overall to the DIMA Coordinator. S/he supports the deployment and user management support for data applications under UNHCR’s Population Registration and Identity Management Ecosystems (PRIMES) suite. The AIMO monitors and audits the quality of data collection and ensures that data inconsistencies are identified and resolved, and thereby advises the office on data-related activities conducted in the PRIMES applications to protect personal data. The AIMO coordinates closely with registration, information management, and other protection functions and provides training and capacity development on PRIMES. S/he liaises with relevant officers in the country offices, region’s Bureaus or sections in Headquarters for technical guidance on data management and works closely with PRIMES Support in Headquarters and ICT service vendors.

The position requires extensive experience and understanding of database systems, specifically concerning data management and building reports and queries in SQL. Ideally, prior experience with UNHCR’s corporate PRIMES systems is required, including managing proGres, BIMS, RApp, and the GDT. Comparable experience in the UN, Government, non-governmental or private institutions is equally desirable.

  • Operationalize country-specific common data standards and promote them with partners, including UNHCR data standards and the IASC Common Operational Datasets.
  • Compile, aggregate and analyze data and information elements required to produce standardized information products and implement data/information collection plans for baseline and context-specific data.
  • Support the operation in the analysis of processed data and information and perform data quality and consistency control.
  • Facilitate the analysis of cross-border information between relevant countries.
  • Assist in training staff involved in information management activities, including data collection and data entry teams.
  • Support and leverage geographic data for map production and use in geographic information systems (GIS).
  • Share UNHCR data with partner agencies and maintain Portal data and information in-line with agreed frequencies.
  • Provide technical Information Management support to Needs Assessment processes, specifically in data collection, processing/collation and analysis.
  • Liaise with partners and represent UNHCR in meetings related to the functions.
  • Make recommendations and provide advice on the technical information management requirements.
  • Assist in training of data entry and data collection teams.
  • Perform other related duties as required.

Minimum Qualifications: Education & Professional Work Experience Years of Experience / Degree Level: For NOA – 1 year relevant experience with Undergraduate degree; or no experience with Graduate degree; or no experience with Doctorate degree. Field(s) of Education: Information Technology, Demography, Statistics, Social Sciences or other relevant field.

Ability to formulate IM-related technical requirements and Operating Procedures. Experience with handling confidential data and demonstrated understanding of different data collection methodologies. Desirable Successful participation in the Operational Data management Learning Programme is desirable. Experience in web design and software development is an asset. Experience with relevant software such as ArcGIS, Mapinfo, SPSS, EpiInfo6, SQL Server, and/or proGres is desirable. Experience with HTML, PHP, ASP and/or Java is an asset.
