EpiC Botswana Project Director

We are currently seeking qualified candidates for the position of EpiC Botswana Project Director for the EpiC project in Botswana. The position will be based in Gaborone, Botswana.

EpiC Botswana Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC Botswana builds on the successful investments in Key populations (KP) programming from the USAID-funded, FHI 360-led Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES) project which operated in Botswana from 2014 – 2020 and the Accelerating Progress in Communities program which implemented from 2019-2021 in Botswana. EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In 2022, FHI 360 through EpiC will be building on the successes of previous programming to expand HIV case finding in the community (including through self-testing), optimize treatment initiation (same-day or fast track initiation), and support treatment continuity including through multi-month dispensing and implementing decentralized drug distribution models. EpiC will increase the uptake of PrEP and provide HIV care to survivors of gender-based violence (GBV). Additionally, EpiC will support the rollout and launch of the National Guidelines for Implementation of Integrated Community-Based Health Services through close coordination with USAID/Botswana and the Ministry of Health and Wellness. The program will target services to key (men who have sex with men, people in prison, female sex workers, transgender people, and people who inject drugs) and priority populations (including adolescent goals and young women and at-risk men) in Botswana in ten districts: Greater Gaborone, Francistown, Ngamiland, Chobe, Selibe-Phikwe, Palapye/Serowe, Boteti, Kweneng East, and South East.

Job description:

The EpiC Botswana Project Director will have overall responsibility for administration, program management, performance monitoring and technical implementation and oversight of all aspects of activities, under the oversight of the EpiC global management team. S/he will serve as the primary point of contact for the EpiC Botswana project, liaising closely with the USAID/Botswana mission, MoH, and local partners. S/he will provide technical and management leadership to the project and ensure successful implementation of the work plan and achievement of the project’s targets and goals. They will identify venues to share program successes to strategically advance EpiC program objectives in Botswana. The Project Director will provide technical and programmatic oversight directly to the activity areas. S/he will be required to coordinate and work with a diverse group of organizations and stakeholders, such as the Department of Health, senior government officials, civil society organizations, regional health staff, international and national development partner organizations, and the USAID mission. They will identify innovations and best practices from other contexts to address challenges in the Botswana setting. The Project Director will ensure that technical efforts are evidence-based, community-driven and will contribute to the deliverables in Botswana.

Position Responsibilities

  • Lead the development and implementation of the program, program strategies, program reports and work plan.
  • Responsible for the development, implementation, and oversight of all technical activities in the annual country work plan, including the provision of in-country technical assistance and the identification of technical assistance needs within the program.
  • Coordinate closely with other FHI 360 projects in the region, with international and national NGOs and other key population (KP) implementing partners to strengthen the quality of HIV programming in Botswana.
  • Support the technical team to examine challenges in achieving targets, potential innovations from other EpiC or regional programming, and trial these innovations in Botswana.
  • Engage in South-to-South learning and collaborate/build upon country and regional initiatives, as applicable.
  • Serve as an advocate and communicator for the EpiC Botswana program, amplify USAID/Botswana’s work with key stakeholders including the MoHW, and share program results and outcomes to advance the objectives of the program, and HIV programming, in Botswana.
  • Identify opportunities to share program successes to strategically advance key population programming within the MoHW and encourage greater acceptance of KP programming in Botswana.
  • Supervise and provide overall program and technical guidance to the EpiC Botswana project team to ensure compliance with the organizational procedures and the standards.
  • Provide technical and programmatic expertise in HIV prevention, care, treatment, and viral load activities for general and members of key populations.
  • Participate in reviewing and providing feedback on partners’ M&E framework, plans and reports to ensure quality program reporting of results.
  • Oversee production of timely and accurate technical reports to FHI 360 and USAID as required, including responding promptly to requests from USAID.
  • Coordinate community engagement and empowerment activities with KP groups for access to HIV and other health services.
  • Work with government agencies to ensure that quality of services provided reduces barriers and improves access to services for KPs.
  • Work with CBOs, CSOs, other KP partners, local health centers and the MOH to increase the uptake of HIV and other health and wellness related services both at a community and clinic level, and in line with National HIV Strategic Plan.
  • Contribute to the achievement of high-quality results in accordance with the targets identified in the work plan.
  • Keep abreast of developments in larger HIV/AIDS field; document project methodologies, results, and outcomes, and in collaboration with EpiC HQ develop abstracts and publications.
  • Contribute to program quality according to FHI 360 standards including quality assurance and quality improvement initiatives.

Minimum Qualifications:

  • A minimum of a Master’s level degree in Public Health, Health Administration, Management, Social Work, or Business Administration with a focus on public health, social sciences, or related field.
  • A minimum of eight years’ experience with progressively increasing responsibility designing, implementing, managing, and leading large development programs involving multiple partners, stakeholders, and geographic target areas in a developing country; preference for experience managing USAID and PEPFAR-funded programs.
  • A minimum of five years of experience designing, implementing, and managing HIV programming for general populations; preferably in sub-Saharan Africa.
  • A minimum of three years of experience providing specific technical direction and oversight of the development and management of HIV programs with key populations.
  • Demonstrated ability through previous experience leading a technical activity through evidence and data driven decision making.
  • Demonstrated ability through previous experience to establish and maintain productive working relationships with a wide network of partners and stakeholders.
  • Demonstrated ability through previous experience to liaise with senior government officials, dignitaries, executives of NGOs, FBOs, CBOs, and the for-profit business community, and senior members of the donor community.
  • Cultural sensitivity and sound understanding of the needs of key and vulnerable populations in Botswana is an asset.
  • Demonstrated experience leading and managing a diverse team and excellent interpersonal and advocacy skills.
  • Excellent communication, writing, and oral presentation skills in English.
  • Previous experience in Botswana preferred.
